This seems to be a pretty open statement. Kishimoto says that “the brothers have switched sides,” meaning that at the end of the battle, Itachi was actually Sasuke and vice versa. This would mean that Itachi let Sasuke win. However, it should be noted that Kishimoto did not specify when in the battle this switch took place.
